Dr. Samuel Osaigbovo Ogbemudia, who was the Military Governor of Bendel State from 1967 to 1975, was born in Benin City on September 17th 1932. Dr Osaibovo Ogbemudia was elected civilian governor of Bendel state after winning the August 1983 gubernatorial election under the platform of the national party of Nigeria {NPN} .He became the second executive governor of Bendel State. His administration was short lived following the December 31 military coup led by Major- General Muhammadu Buhari.

His father, Sunday, was the son of Osaigbovo Ogbemudia the Obakhavbaye of Benin, who fought in the war against the British Expedition to Benin in 1897 during the reign of Oba Ovonramwen Nogbaisi.
Samuel’s mother was Oghomwenrhiere Ogbernudia, (nee Isibor who was once the Obazuaye of Benin).

Young Samuel had his primary school education at Baptist School, Benin City from 1940—1945 and Government School, Victoria, British Cameroons from 1945 to 1947. He had his secondary school education at Western Boys’ High School; Benin City.

After enlisting in the Nigerian Army on May 21, 1953 in Ibadan he attended mortar course at the Military Academy, Teshi, Ghana; the School of Infantry, Netheravon, near Salisbury, United Kingdom in 1959 and Officers Cadet School, Aldershot, United Kingdom in 1960.
He served in the crisis in the Congo (now Zaire) under General J T.U. Aguiyi Ironsi.

He was promoted captain in 1962 after which he attended the United States Army Special Warfare School, Fort Bragg in North Carolina.
Samuel Osaigbovo Ogbemudia was a member of the Nigerian contingent to Tangayinka (now Tanzania) in 1964. He was promoted Major in the same year and posted to the Nigerian Military Training College as Instructor and Chief Instructor from 1965 to 1966.

He was appointed Brigade Major of the First Brigade, Kaduna in 1966. The same year he took over the command of the Military Station in Benin City. He was appointed Quarter—Master General of 4 Area Command, Benin.
On September 21, 1967, he was appointed Temporary Military Administrator of the Midwest, and on November 17, 1967, he was confirmed the Military Governor.

The commissioners appointed by Ogbemudia Administration were Mr. P. K. Ogbimi, Dr A. U. Obozuwa, Chief G. N O. Sefia, Mr. Amen L. Iseghohi, Dr. B. I. C Ijomah, Mr. A. P. J. Okpakpor Mr. F. O. Nwejei, Dr. E. I Usenbo, Mr. T. Brisibe, Mr.Andy Akporugo, Mr. Emman Idehen, Prince Alan Omogbai, Dr. Tosan Alex Ideh, Mrs H. A. A Egbarin, Mr. S. O. I Ekhabafe and Mr. S. Owie .

Dr. Samuel Osaigbovo Ogbemudia passed away on the 9th of March,2017 before his death he was married and has many children.
